 In order to account NASA utilities under a different UIC, the
 default UIC for UTIL was changed from [001,004] to [001,302].
 Using the BACKUP command, the [UTIL] tree was saved to a disk
 save set.  After renaming UTIL.DIR & creating a new UTIL.DIR,
 SET UIC [001,302] & the BACKUP command rebuilt the tree.
