The logical name LBL_TOOLS is assumed to point to this directory,  and
is set by the SETLOGS.COM file.

This directory has been set up as  the  area  to  work  on  the  DECUS
supplied  LBL Tools.  Not much has been done with this, as I just have
not had the time (or the disk space to pursue this).
