Support for Racal Vadic 2400PA modems using VAXNET

  The RACAL.FOR and AUTODIAL.FOR are files taken from the VAX85A 
[MILLER.VAXNET] directory.  I have only included the files which I
have changed. Compile and/or relink VAXNET after replacing the
original RACAL.FOR and AUTODIAL.FOR files with the ones I am providing.
