1 Module_Name
  Any introductory text would go in here.  Look at existing help on
  the VAX.  Avoid using tabs in this help file.  Some terminals do
  terrible things with tabs, and others ignore tabs.
2 Item_1
  You can put any text in here, as long as it doesn't start in
  column 1, and that it doesn't go too far to the right.  The
  HELP utility will tab it to the right a little bit at each level.
3 Item_1.1
  Text goes in here.
3 Item_1.2
  Text also goes in here.
2 Item_2
 You can extract a module from SYS$HELP:HELPLIB to see how
 to set up a help library file.

 $ LIBRARY/HELP/EXTRACT=module SYS$HELP:HELPLIB

/Qualifier_1
 This is the bottem level for Item_2, therefore you don't need a level
 number in the first position.  The Item Name goes in the first position.
/Qualifier_2
 This is another bottom level item underneath Item_2.
2 Item_3
 This is another item under Module_name.
