RTL-803 In 3rd paragraph under DESCRIPTION, asterisk the two occurrences of
	"null string", and add as footnote: "* a string of all blanks if
	dst-str is fixed-length."
RTL-814	similarly, in paragraph 2.
RTL-811	Please clarify the meaning of "relative position" -- it could be taken
	to mean relative to start-pos, whereas it is in fact relative to the
	start of the string.
