UWD.MAR
	A template "User Written Debugger".
	This is a very simple debugger (MUCH simpler than the one
	in VAX Pro, and it does all the same things (and does them correctly
	at that)) that can be used with any VMS program.

	This one is rigorous; that is to say it follows the rules
	for calling multiple initialisation routines (including
	LIB$INITIALIZE modules).
