RJE files created by the VMS/SNA RJE system have no record attributes. Each record contains embedded carriage control characters, typically a trailing carriage-return and line-feed character. RJECOPY converts the file's record attributes to "Carriage return carriage return" which is the default for a text file. Overstruck lines are converted from three separate records to one record with embedded carriage returns.
