NOTE

1. Version 5 of VMS

The executables packaged with this distribution have been linked with
VMS V5.0-2. If you are running VMS V4.x YOU WILL NEED TO RE_LINK the object
files.

2. FILE NAME CHANGES

NEWS V5.8 converts the files NEWS_ROOT:NEWSGROUPS.V50 to the file
NEWS_ROOT:NEWS.GROUPS. Also the file NEWS_ROOT:NEWSITEMS.V50 is converted
to NEWS_ROOT:NEWS.ITEMS.

This conversion is automatically performed when NEWS V5.8 is executed for the
FIRST time. Ensure that you have sufficient privs (SYSPRV and NEWS_MGR_ID)
BEFORE you run NEWS V5.8 for the first time (if you do not then NEWS V5.8 will
bomb out with RMS_IFI code).

I have also changes the .COM files in the distribution to reflect the name
change. If you are using locally modified batch files to maintain the NEWS
database, ensure that you have made the necessary name changes to these two
file names. 

The changes to the files are also reflected in changes in the record structure
of these files. I have introduced TITLE and NOTICE attributes for newsgroups,
and have extended the numbering representation from 16 to 32 bit internally
(yes, there were sites overflowing the 16 bit value!).
