I have managed to do some of what you want, but there appear to be 
problems over and above that of fonts. eg I can get my VMS X-server
to display OpenWindows from a SUN, but certain actions fail to
work and sometimes the whole seesion gets blown away. Further problems
occur when font names are invalid under VMS (such as those used by
PUBLISHER). A VMS fonts.alias would help here. 

However these problems seem to pale into insignificance when trying
to get DECwindows to run on the SUN's OPENLOOK X-server. Most applications
seem to fail with X-server errors.

Anyway here's how I set up OPENLOOK to display on my VAX station ...

The Openlook fonts were transferred to the VAX and compiled with
FONT and put in the DECW$FONT:[USER_75DPI] and DECW$FONT:[USER_CURSOR16]
directories.

The following is then run on the SUN ...

setenv DISPLAY vaxstation:0
setenv OPENWINHOME /usr
setenv $OPENWINHOME/lib LD_LIBRARY_PATH
set path=($OPENWINHOME/bin $OPENWINHOME/bin/xview $path)
xset fp 'DECW$FONT:,DECW$FONT:[USER_75DPI],DECW$FONT:[USER_CURSOR16]'

You now have to kill the VAX window manager with $STOP DECW$WM_1.

Be careful here, since you won't be able to move and expose windows
now, so it's useful to have all windows where you can see them.

Start the OPENLOOK window manager with %olwm & and hey presto !

With the proviso that font names are VMS legal then there is no reason
that other machines/window managers can't be displayed by similar means.
