printcap.txt should only contain information about print queues on *other*
hosts, apart from the host that is running CMU on it.

Printing from the VAX to the VAX does not require lpr.  Printing from 
remote hosts to the VAX does not require lpr or printcap.txt, only the 
lprsmb symbiont.  You also have to enable access with the lpd_hosts command 
file.  Be sure to enable your own host as well (an non-obvious step)!!
Printing from the VAX to remote hosts requires a printcap.txt file in the
form:

qname   "remote.host.name"  "your.node.name"  DECNET::  DEFAULT   start
