My company wrote a cross assembler to help with a PDP in a PC product (the
Osprey) we sell. The cross assembler is available by ftp at two sites
currently.  Feel free to use the cross assembler. Information about our
product is included so you can get ahold of us for literature, etc.
Naturally, there is no obligation on your part if you use the assembler.
