Symptom/issue:

Unsupported patch to AXP/VMS V1.0 NETACP to allow system
to becoma a DECnet routing node.  Should fix crash caused
by DECnet starting when a non-broadcast circuit is turned on.

$ ! Command file to patch a copy of AXP OpenVMS V1.0 NETACP.EXE

$ ! This patch lets you turn your Alpha into a DECnet routing node.
$ ! As supplied by DEC, NETACP will crash your system when you turn
$ ! on a non-broadcast circuit.  This fixes that problem.  The
$ ! DVNETRTG license is your problem.

$ ! This does *not* fix the crash which will happen if you try to
$ ! turn your Alpha into an Area router.
