ftp.shsu.edu is -- unfortunately -- no longer a member of CTAN, because
its system manager has disappeared from the scene. Most of the archive 
contents has been removed, the rest is unreliable and no longer updated.

There are only two CTAN backbones left:

ftp.tex.ac.uk and ftp.dante.de. They also hold lists of the CTAN mirrors.
