I had the same problem twice in the last six months.   Here is
the solution I was given (and it works):

     $ run sys$system:jbc$command
     JBC$COMMAND> diagnostic 7

It reduced my 110,000 block file to 102 blocks.

I wish that someone would describe what allows this file to
grow so large.
